Pirate stations. These are stations run be anarchy aligned factions. Any Anarchy systems will have a pirate station in them, because an anarchy faction is the dominant faction in that system, causing it to be an anarchy system. So that's an easy way to find pirate stations, use the map to find anarchy systems. But they're also all over the place. Most systems will actually have a pirate station in them (roughly 60-70% of them as far as I've seen)
It is very common for pirate station to stock slaves. Sell them to other pirate stations and save the bother of having to smuggle them into security stations. You can even get missions from pirate stations to bring them slaves for a hefty pay out.

I hear the Empire deals in Slaves, haven't checked personally but that's what a fellow CMDR told me last night.
Empirical slaves aren't the same. they're more like Servants, it's an ingrained cultural thing with the empire. People willingly sell themselves in to servitude rather than be 'poor', it's sort of like a social security/cultural thing and they're legally traded everywhere in the empire.
'slave' slaves are your cut and dry 'slave trade' against their will, kidnap deal. Very illegal everywhere.
There's a big difference between empirical slaves and normal slaves, keep that in mind
