Kill Warrant Scanner
I have kill warrant scanner and an NPC interdicts me ... good fight but he lost. I KWS'd him and the blue line went as far as it could. Nothing. So does that mean no bounty? Or am I supposed to guess? Maybe if it does mean no bounty it might be a good idea to pop up "not wanted" or something?

Fire Groups
I get the point that it is possible to have [fire 1] launching, say, 2 x hardpoints and [fire 2] launching a different set. But I'm lost after that; can anyone explain? When I have a KWS and a Discovery Scanner on Group 2 is it normal/correct that the reticule is constatly visible at all times?
 
I'm still fuzzy about how the KWS works, other than being able to cash in all bounties from all factions. I usually die before I make my way to empire/alliance space. As far as the groups, you should be able to add a second/third/fourth row. Then you can cycle between the groups. I have machine guns as primary fire and large caliber guns as secondary in my first fire group. I have my discovery scanner and KWS as primary/secondary in my second group. Then my third group is my shield cell thingy. I hope this helps, I'm terrible at explaining things.

I also agree the absence of a manual or decent in game descriptions is frustrating. I see a lot of people flaming/being sarcastic on here when someone asks a simple question, but there is nowhere to turn for help.

The KWS is two orange lines as a kind of truncated arc/slice of pie - they move together (making a smaller piece of pie) and when they meet you have KWS data ... the blue line that honks is the Discovery Scanner.

In one firegroup I have the D-Scanner on 2, the KWS on 1 with the weapons ... in the other I have the K-Scanner on 2 & the weapons on 1 - to add a new firegroup just step to the right and start setting it up.

I have no idea what will happen when you have the D-Scanner and KWS assigned to the same button, from your post I guess it doesn't work!
 
For further criminal information, you need to look in the contacts tab of the left panel and select the target you just scanned. It will then show the combined bounty (if any) from all jurisdictions. Note that if the basic HUD still says 'clean', attacking them will constitute a crime in the jurisdiction you're currently in, and you will get a bounty (unless it's an anarchy).

Fire groups can be set from the right panel, as many as you need. Bind weapons to one, scanners to another, D-scan to another etc and switch with next fire group (default key is N) as needed. i run 2 fire groups when bounty hunting: 1 is KWS on primary and lasers on secondary, the 2nd replaces the KWS with my multicannon.
 
After you scan with the KWS, go to your left panel then open up contacts, find the name of the person you scanned should be in <> if you had them targeted. Then the information will be displayed if they have a wanted status in another system. In anarchy systems everyone will show clean, so scanning them all is a must.

Setting up fire is a little harder to explain. Fire group 1 I have my beam lasers on button 1 (left mouse for me) and multi-cannons on button 2 (right mouse for me). Fire group 2 is my discovery scanner, set to button 2. Fire group 3 is my KWS which is set to button 2. So, if I want to use my kws I use the n key to cycle through my fire groups until I come to my KWS, then button 2 activates it, you have to be within a certain distance for it to work, better the scanner, longer the distance. After I've scanned I go to the left panel and check under contacts to see if they have a bounty. if they do I use N and get to fire group 1 where my weapons are and fire away.

That isn't a manual it's a cobbled together set of info from a user who has gone out of his way to be helpful. Frontier came with a proper manual on my Amiga. I've shelled £200 for this game and have to rely on helpful users (I/we shouldn't).
