Where to buy slaves?

Hi, I've got three slave missions but can't find slaves anywhere, where do you find them?

How do I know an Anarchy system and where can I find one? Thanks!

Go to the galaxy map, look at independent systems, and see what government they have, democratic etc (I think), if it says anarchy, then go there.
