No, it depends on the market price in the system.

I would not travel to far with a hot cargo and sell it asap on the next black market. You might face heavy penalties if you get scanned.

If it depends on the market price in the system then the answer is yes, they do increase in price with distance.

Rare goods are commodities specific to one system, and will usually be named after that system (Lavian Brandy, Eranin Pearl Whiskey etc). I've never sen one dropped by an NPC, but that doesn't mean that they don't, but what i think your friend found was probably a rare artwork or artifact, which are often asked for from bulletin boards, or otherwise sell-able on the black market.
