I guess that depends on how you look upon it.

For me adding first person gameplay and seamless planetary landings IS finishing the game! :D

Hopefully they fill in a few of the blank spots and file off a few rough edges in the base game before trying to charge us for DLC.

I totally agree. Furthermore I believe a lot of the human interface and network decision has been designed with a console mindset. I don't think it will be a lot of work to make it work on a console. (well I'm sure it will take a decent amount of work but it will not be necessary to redesign the game).
