What point? That's it's fairly easy to avoid firing recklessly and tagging ships you didn't mean to? That's why I suggested what I did above. If you're neutral with the faction, you are effectively just a random pilot in their system. They don't know you or what your intentions are so one slip up = bounty and hostility.
Once you're friendly, they at least know who you are and think you're kind of working towards the same goal as them. They don't trust you 100% so if you shoot them by accident, you get a fine. If you do it again after that, bounty and hostility.
Once you become allied , the faction knows you and knows that you've got the same goals and they trust you 100%. This way you get a single warning, then a fine, them a bounty and hostility.
It doesn't pander to anyone but makes the mechanic make more sense.
