This may have already been said, but surely if solo was on another server, people who would choose to play solo would still play solo on that server anyway, so you still wouldn't be able to kill them. Seems like it's irrelevant whether they are on the same or different servers.

2. Invite all others who want the same experience (advertise it on the forums) in OP's case people who only play in open mode.
3. Play only in that private group so everyone is on the level playing field.
4. Profit.
No need to try and force your preferred playstyle and/or restrictions on everyone else when the tools are there for you.

Does the game have bugs? Yes. Are they fixing them. Yes. Do I agree with everything in the game? No. Do other people agree with everything in the game? No. Does that mean they should change some things. Sometimes. Am I having fun right now? Yes. And that is the bottom line.
For starters you're asuming that people are playing solo just to get wealth and ships at no risk, only to then start playing online. I'm sure that happens but i bet it's a minority.

I believe the biggest group in ED is Mobius pve which says a lot about player types and ratio.
Force separate modes and none of the pve players will switch to open play and many of those, like me, who swap in/out depending on my mood will just leave open mode completely. The likely result of separate modes would be the death of open...it certainly wouldn't kill pve group/solo play.

Can't say I really see a problem. I have only ever played in open play ...and I haven't seen a single human player since beta ended. What does it matter if others are playing solo, when open play might as well be solo too (unless you are in the few core systems, I suppose). This is a single-player game with a dash of multi-player thrown in.
wouldn't this be the right time to resurrect the "should we be able to distinguish between NPC and PC" horse?
