Nope you can buy them from independent anarchy systems usually.

There's two kinds of slaves: Slaves and Imperial Slaves. Regular Slaves can be purchased at various Anarchy stations, while Imperial Slaves can be purchased at various Empire stations.

If you're in the Empire like me, I usually nip over to Hyperborea for slaves, but any independent anarchic system should do.
