Yes. You're going to have to coordinate a large group of people to take missions, pirate the independent ruling faction, and trade with and only with the fed stations in the system. Then a civil war will start, and if the Fed faction wins, it becomes part of the Federation.

what exactly happens when civil war starting? is there any fights between em somewhere?
 
Yes. Conflict zones will spawn all over the system. A good example is to check out the Ho Hsi system where a bunch of players from NeoGAF and here have been making a push to move that system to the Fed from Independent, by running missions for Jet Comm (affiliated with the Feds) and killing ships associated with Ho Hsi Company.
 
did not (have'nt? sorry bad english) seen any conflict zones yet. and those conflict zones are like radio signals?

When you pirate the ruling faction they put a bounty on your head. If they get overtaken and are no longer the ruling faction....what happens to your bounty? (Especially if that faction no longer exists?)

Don't even need a big group. That dukes of mikunn stuff was done with two people.
