Cargo suddenly becming ILLEGAL

Hi commanders, some help please....

I picked up some cargo from the bulletin board and went on my way, on my way I went to a uss to see what I could see and when I came out of super cruise I found 2 wanted npc`s so I start shooting....all of a sudden 2 security warps in and starts to scan me, then it says I have illegal cargo on board
I become wanted and then they proceed to shoot at me instead of the wanted npc, so I super cruise out of there to a station and dock to pay of my bounty.

My question..... why did my cargo of mineral extractors became illegal when I got them from the bulletin board, when it wasn't and illegal act.

If it's been too long since the cargo was supposed to be delivered, it becomes stolen.

Mineral extractors may be illegal in that system.

After all - they enable complete noobs to extract goodies from rocks, and next thing you know - they are snorting asbestos just for kicks.
