How may I get a permission to enter SOL?

Hiho,
I already did tons of missions for different federation parties around SOL, but I never got a mission to enter SOL
Can somebody explain me how I can get the needed permission?
Rank up with Federation ...ranks... In other words, do stuff for the Feds until you get a Navy Rank/Promotion mission (or somesuch, not sure how it's called at Fed side).

You'll get a mission for the permit at a fed rank, can't remember which.
Think it's given with 3rd rank-up mission.
Preorder/beta/etc.
I think you got them with mercenary edition?

I'm one of the KS backers, and I don't have one
- However, I only bought in at the $60 level, so maybe its higher than that? Or Beta only? No matter to me right now anyway, I do have my founders world permit, and I am in Empire territory playing with them - not that I am getting any love there..
