Outfitting is wack-a-mole

So if you're not a founder and don't have a permit to the Jameson memorial, the way you outfit a new ship is to fly everywhere there's a big economy and pray they have a part for you.

There should be some indication of what type of gear a place has before you go there.

Yup, what Kola2 said. You're unlikely to find the best gear at some backwater Refinery colony. Go for the high-tech, rich, industrial places to increase your chances of finding shiny toys.

use the filter in the galaxy map for high tech systems, I do and it works every time, always find what I want (cant afford most of it though....)

Everything i have ever needed in my ED career since gamma wipe has been in either the agricultural and industrial starports in my home system, the nearby extraction or the two jumps away high tech. Get to know your systems as you work through the game and what they generally stock...

Indeed. And those with a higher population tend to have more modules for sale.

Should definitely be high pop and wealthy. I've been to a tiny, poor high tech system and they had even less stuff than wealthy industrial stations.

Come on over to Leesit, seem to have everything I want.

I'm not one to correct spelling and grammar, but you really need to spell systems correctly here, else we can't do anything with that information.

Jameson doesn't even have that much.

Sure it's got all the modules, but it doesn't vary in terms of ratings.

In fact, I can't even find my C2F Multicannons there, let alone better ones.

That's because they don't exist. If you go for Class 2 Multicannons Gimballed (I think), there's only Rating F and nothing else.

frankly systems should occasionally swap out outfitter's stock, chances for modules being based on economy type, wealth, population, etc, so youll often get mostly the same modules, often swapping out what quality it has, and occasioanlly swapping out the types it carries

I may also add: check what ships are sold at station's Shipyard. Usually, most of the equipment station has is for the ships they sell.
Add the high-tech, high-population systems to the equation and you should find all you need :)

Even Jameson doesn't have everything. I didn't see an A3 shield last time I was there.
