I am happy with the system as it stands.
I don't see any reason to force players into one group, although perhaps there could be a 30-60 min timer between switches.
I am happy with the system as it is too, but I don't think there should be a timer. There are quotes from the Dev team from the early days that people can switch groups to avoid "perceived griefing".
I most certainly would not sit in a station for 30-60 minutes after someone killed me
a few times leaving it (not a piracy accident, clean with no cargo etc), I would log off, learn from it and play in group or solo (or log off and on again & hope for a different instance, but why take the chance?), and I think I would avoid open for a long time.
Once the penalties are refined & balanced ("the great gimbal debate" & balancing of, anyone from Beta?

), the game should move forward in the general DDF direction IMHO, we are still a way to go on this, as we all know we are with content.
Hopefully they will look at the penalty's for murder (not piracy accidents), once they are more meaningful the people who want to RP "psychos" can still do so, but the retribution from the pilots federation should be harsh (as in lore), cant clear wanted status for a week / month, 10* bounty on them, galnet updates (maybe a few hours behind, maybe less, E.G. "the murder x has just pirated another CMDR in x system, the pilots fed offer x CR, increasing daily until collected).
There are some in this game that are advocating no switching, whilst I am opposed to this view in general maybe people with a "murder status" should be locked into open (as some seem to want us all to be, or never allowed in unless we start a fresh CMDR), that would be interesting when wings of bounty hunters are on the prowl.
Edit.
IIRC FD said they might put all the naughty kids in the "sin bin" if they were very naughty (this is not a direct quote from the DDF

"
