Suggestion: 2 stage solution for hitting innocent ship

A lot of people complain about accidentally shooting a ship and then instantly turn wanted for it. Im in the camp that likes to get a fine when doing so, but there are the situation with accidents that do happen, and they happen even to the best commanders.

My suggestion is to have a 2 stage solution:
-Hit a ship once = fined
-Hit the same ship again = fined again (even larger fine) + wanted status

The initial hit (accidental hit) gives a larger fine than we have today. The reason for this is to have commanders still be careful around other ships and try to avoid hitting them. And with a second hit you get another fine which is larger than the first + wanted status, and you certainly dont want that.

The lesson learned here is to be VERY careful around other ships when doing combat. If they get the initial fine from accidentally hitting another ship then they will either disengage or take their shots more carefully from then on. I think this will make commanders behave the exact same way as now (being careful), and let them keep fighting for longer at for example Nav Beacons because they dont have to keep going to an outpost and clear their wanted status.
 
Someone would fine a way to exploit this. A group of people could each fire one missile at a target and only the one who dealt the killing blow would get wanted.
 
It makes total sense to just have police stay at range. As police, I doubt they'd be after bounty collection so they might as well play it safe and let us do their dirty work.

Except for the fact that some get pulled out of supercruise and are no match for their enemy, they would want the police to step in and help out.
 
I never understood what the difficulty was, if you hit someone and you are locked on to them then that was an aggressive act and you get what's due to you, but if somebody flies in front of you and is hit while not being targeted then it's their own bloody silly fault.

Who you have targeted is the key to intent, and intent should be the decider for the police.

With fixed weapons it's a bit more complex as targeting is not essential to hit someone, so if you keep "accidentally" hitting a police ship with fixed guns then that might justifiably elicit a response.
