This contract also lays out the conditions for how the 'slave' is to be treated, and Imperial code of honour has always demanded that slaves are well looked after. As with any regulated systems there are abuses, but that is what the authorities are trying to stamp out and remember its a big galaxy for the Empire!
Once the debt is paid they are free again as Imperial Citizens, and hopefully a lesson learned in how to manage their lives so they don't get into the same situation again!

If you are in debt and unemployed in the federation, and reliant on state support, they make you work for free and suspend your benefits if you do not. How is this different from slavery?
