AEDC have currently decided to stop all trading operations (including trade missions)in our target system and let all Hell break loose to get rid of the Boom state. And let the civil war begin.

I'll keep you informed whether this works.
 
I checked the top 5 bounties for Lugh.

So we need to finish the boom and not get into lockdown and not get into another boom if we want a chance at Civil War. Very, very tricky.

The problem with all of this is that civil war tag has been there since Christmas and was there BEFORE boom and BEFORE lockdown. If these things were qued then it should have been implemented ages ago. If it was a hangover from the other so called civil war then we would still be in a cooldown and the boom would not have been possible since only one state is possible at one time. Then we get boom, pending boom and pending lockdown. So why is the civil war tag still there when it should have left in order to allow the boom to be possible? Remember, only one state is possible... Something here is not right.

It's one state per minor faction - not per system.

Which faction? In Lugh I see:

Lugh for Equality --> In boom
Crimson State Group --> In boom --> Pending Lockdown --> Recovering from civil war
Lugh Defence Force --> Recovering from civil war

Oh, OK so those civil war tags are recoveries? Well that clears that up at least, but is a month of gametime a reasonable time for a civil war cooldown? I understand you can't have systems flipping back and forth willy nilly but at the same time that tag is still there regardless of how long we have been occupied with a boom state, qued boom and qued lockdown. Do you think cooldown periods are set for a reasonable amount of time (from a gameplay perspective of course)?

Edit: If they are recoveries then they are also civil war states that have not left. With our current boom would that not mean that techincally we are actually in two states at the same time...

Currently the cooldown period is 25 days so that sounds plausible. We are planning on dropping that value right down in the near future.

Sure, but all these states were qued to one faction...

Here is how I interpret CGS's pending states display: Civil War / Boom / Lockdown critical

Civil War and Boom are two states that are currently past their threshold for triggering these states. They are "queued up," only waiting for the current state to end before one of the two takes effect. Because Boom in the current effect, once Boom drops below its threshold, a Civil War will begin.

"Lockdown critical" means that the Lockdown state is approaching its threshold, but has yet to pass it. My prediction is that if we continue to do actions that decrease lockdown, it will drop to "Lockdown pending," and then (hopefully) drop off our screens completely. If we had Lockdown still on the pending state display without the critical qualifier, then it would also be a qualifier for the new state once Boom ends, instead of Civil War.

As I understand it, here's the sequence of events for the Crimson State Group:

1) As we build influence for the CSG in Lugh, it passes a threshold that triggers a civil war with the Lugh Defence Force for control of Balandin Gateway. Due to a bug, we never knew, and our continued missions for CSG allowed them to win the civil war and the station flipped. Civil War state then goes into cool down.

2) Following the shadow war for Balandin Gateway, we step up our efforts, with an emphasis on non-lethal weapons. This has two actions:
  • Adds to CSGs "boom" stat, moving it towards an Economic Boom state
  • Adds to CSGs "lockdown" stat, moving it towards a Lockdown state

3) Before the Civil War cool down finishes, CSG moves into an Economic Boom state. We continue "business as usual," leading to Lockdown moving from pending, to critical, to Lockdown (pending). This also has the effect of prolonging the economic boom.

4) Wisely deciding we don't want a lockdown, we alter our tactics, avoiding missions that increase lockdown and trying to find missions that decrease lockdown. We also step up our bounty hunting efforts. This has had the effect of moving CSG from Lockdown (pending) to Lockdown critical. This still has the effect of prolonging the economic boom.

If we want to trigger another civil war, we need to stop fueling the economic boom. We need to stop doing missions to bring in the goods CSG desires. The tricky part will be maintaining CSG's high level of influence in the mean time. My suggestion would be stepping up our bounty hunting efforts, preferably via taking CSG's bounty hunting missions for pirates only. Let the people see that CSG is a viable alternative to protect them over the Federation's protection racket *ahem* I mean honorable tax collectors and valiant navy.

We have already proven that CSG are the ones who can provide good jobs and keep food on the table. Now its time to take on the criminal elements that prey upon society. We cannot take missions to assassinate certain people in CSG deem undesirable, like economic rivals or people who speak critically of it. That route lies tyranny. Do only missions to kill pirates and genuine criminals. If you can't get one of those, go bounty hunting at USSs or pull criminals out of supercruise via interdiction near CSG controlled stations. It may not help, but IMO it cannot hurt. I've been doing that at USSs, and I keep seeing criminals preying on CSG aligned ships. Don't go bounty hunting at the nav beacon, because that will probably help the controlling faction, LFE.

As an alternative, if you still haven't burned your bridges with Lugh for Equality, take some of their missions and betray them. A loss of influence for them is a net gain for CSG. Build reputation with the Federation outside of Lugh and its closest neighbors, and then spend it in Lugh to hurt the Federation here.

Changing our strategy to end the economic boom isn't going to be profitable, but then war has never been a net gain. As the old saying goes, winning a war may cost you most of your gold, but losing a war will cost you all of it. "Business as usual" has been quite profitable for me, but I'm willing to lose money (which I have the right to do ;) ) to see Lugh free of the Federation. I've invested quite a bit of my money for a Viper, and I want to use it.

At any rate, what I wrote above might still be valid once we see the "recovering from Civil War" tag has been removed from the Lugh Defence Force. If CSG is still enjoying an Economic Boom, we'll need it to end to trigger another civil war.

In the mean time, I'll be brushing up my combat skills and getting used to my Viper's quirks. I never truly realized how nimble and fast my Courier Cobra is. Granted, that's what I designed it to be, but still... :)

This is what i was saying all the time. This current pending civil war states (with no pointer up or down) CSG and LDF possesing are the cooldown times (recoverys). And if they are 25 days long they might be finished soon. If that happens in the next days and our and LFE's boom state also wear of we might trigger civil war again (just because of our influence differences with LFE) immediately befor we even could trigger lockdown and one station of LFE will fall into our hands. Lockdown might be triggered right after this if we dont do anything against it (it could also happend that we get an expansion critical as soon as cooldown wears of).

And as for lockdown i have my own theory that i could have something to do with our rapid economic push. So doing missions increasing economic boom at the moment for CSG will also give you automatically a red lockdown pointer in the mission summary. So for now i think we have to stop doing missions inceasing economic boom and stop trading with high demand and suplies.

A good thing if we might be able to get one more station out of LFE hands would be that we dont have to care that much about our influence gain anymore because we will get it maybe automatically (by NPC trading if that counts). Because owning one station more then LFE results in a 5:4 ratio station wise. Influence is given system wide but having one more station then LFE means that also that NPCs can trade on one more station on the CSG side.

My worry is that Michael described our Lockdown state as "Pending", suggesting that it's inevitable that we'll enter lockdown after our boom has finished. That suggests more thumb twiddling. I wonder if there's anything active you can do to end Lockdown?
