I just got Petty officer and immediately got an invitation to Beta Hydrii. Which is great

But I have never been offered a Sol Permit, which you get as Midshipman a LOWER rank.

before I put a ticket in on this, I want to check to see if there are any stations controlled by the Federal Congress maybe if I go there, that is where my invitation is.

otherwise I need to put in a ticket.

that totally doesn't help me, or is not even closely related to the problem I stated.

My issue is that I have yet to receive an invitation to Sol, at first I thought it was because I didn't have enough standing, now I think it's bugged out. I wanted to try and find a station controlled by the Federal Congress in the hopes that maybe if I go there the invitation would be there.

Check your list of permits on the 4 key. You will probably find a big list. It is a well known bug, you don't get offered invite, but will her the permit automatically when you get the next rank. I am lt commander, and have never had any permits offered, but have the permits anyway

You should already have the Sol permit if you have surpassed the Midshipman rank. check your list of permits as suggested above.

On a loosely related note: How do you proceed to progress when you are Ensign? I have been one for quite some time now. Is there a list of ranks I can check to see how far I have come and how far I have yet to go?

Just wait for progression missions to pop up, sometimes they take a while.
