Ok, so fuel is not a commodity. I cannot buy it in 1 metric tonne jerry cans. At a station it's kind-of injected into the ship. No smoking in the area please.
So how does the station get it? A direct pipeline from the local star?
Someone must deliver it in some container surely.
It seems sensible to have some form of market in energy that takes supply and demand of such a basic element of any economy into account.
I always look at the traffic info at station and terminals etc. It gives an indication of one area of fuel demand. How much does a station need for other things? Do they get all their energy from an on station fusion power plant? But that still leaves fuel for the ships. A demand which can be seen from the traffic info to some extent; unless they all use fuel scoops.
If one could buy energy and transport energy then it could enable people to help out others.
Say you're in a group and you make the daft mistake of running out fuel somewhere. You should be able to signal your buddies to bring a few cans of it to get back 'home'.
I daresay that you could think of other scenarios.
