I suggest making increased use of the reputation system to control player behavior.
None of this stops people being "bad" but limits it by consequences that hurt and hinder repeat offending at the same location.
I'm sure there are other things that could hinge on reputation that could be implemented
this is just a few.
The basic idea is that your reputation kind of sticks even though you have paid your fines and
served your time. As in life you should suffer for having a bad reputation but redemption is
possible.
- Changes to fines and bounties won't work because in game credits are meaningless to these people.

- Weapons fire in station makes you hostile with controlling faction, large decrease in reputation with major faction.
- No docking at this station again till reputation is improved.
- Make sure it is a tedious long grind to improve reputation.
- Make sure the station can actually destroy hostile player ships!
- Confiscate offending ships on destruction and give a cash insurance payout instead.
- Make a certain level of good reputation a prerequisite to purchasing large class ships.
- Other minor infractions will still accumulate bad reputation and eventually limit game play options through reduction in ship choice, places you can dock and hostility of local police forces.
- If you work hard you can recover reputation at the expense of time and much tedious grinding.
