Rise up now - never surrender is for all anarchic stations. Independent, Alliance and Federal just seems to have ''Welcome'', occasionally federal stations instead have the station name there and the official registry where the name usually is.
I hope FD does a little bit more work on this, it's a great, simple way to add a bit more variation to stations.
