Attacked by Clean, Allied NPC ??

I was trying some different weapons today and went to the local Federation Nav Beacon to try them out on some wanted ships. While just sitting motionless waiting for a wanted ship to arrive (haven't fired a shot yet) a Clean Cobra scanned me then just open fire, he immediately turned red but stayed clean. As I didn't want to get a fine for firing on a clean ship I ran away but managed to scan him with my KWS, it confirmed he was clean and belonged the Faction I was Allied to. All other clean ships and Security vessels scanned me and moved on.
As I'm not wanted, is this a bug or some kind of psychopathic NPC ?

I got interdicted by 3 or 4 NPC ships this evening, only one of them was wanted and earned me a bounty, I destroyed the others and didn't get fined.
Didn't look to see which faction they belonged too, somebody shoots me I destroy them without thinking.

Any pirate faction would do this to you, shame really, they should figure out that you are an OK dude and let you be if you are their friend.

Bump, anyone else have an answer because he was from a friendly faction not pirate - and I am not wanted... yet !!

I'm more intrigued by the fact that his status remained clean.
If you had no bounty on your head or Wanted status, that should have automatically made him a wanted target for attacking you.

I call it a bug....

Friendly factions does not mean they wont attack. Its just that you are friendly with the same faction. People go to the same pub but still end up fighting each other.
