there is not. civilized space is about 500ly across.. outside that you will find the occasional NPC for a few hundred more light years. there's nobody else anywhere that anyone has discovered.
What is known is there are large areas of "locked off" space - within the game they need permits to be entered. Some are hundreds of light years across.
The suspicion is these will be added at a later date and may contain future aliens (but this is not confirmed 100%)
