Ticket any bugs and suspicious activities and let FD analyse their data and decide.
Shield hacks and many others are real and work just fine with no limit in sight.If the hacks about shield strength and weapon damage really exist then I'd be looking for an exploit regarding available cargo space. A 150,000 tonne capacity t9 could do it in one trip though might struggle to jump. It wouldn't surprise me if any checking on cargo capacity was largely implemented at outfitting based on limiting what you can fit, rather than at commodities market checking that your modules are all legit.
Of course, FD have access to the logs about how the goal was achieved (one transaction vs many, how long between transaction etc), so if this was cheating, the exploit is now exposed big time and will likely be closed quickly.
The other (more likely?) thing is that it could simply be a tracking bug that wrongly put this guy at the top of the list. Maybe that's actually the number of tonnes he's hauled there since gamma...
Because you can't always assume the worst.
As I said, it could well be a numerical display bug. For all we know, these people could have been in the top 100%, and the community goal is simply bugged, saying the wrong numbers.
This is why I said, ticket it as a display bug. It will get a lot more attention that writing a ticket saying people cheated.

If they beat down this current batch of exploiters with the same fervor as the early backers, at least THAT will be consistent.Maybe for a conventional software house but this isn't exactly that. That being said, they chose to start a large scale community event last thing on a Friday, when they were already aware of the potential for abuse of the system. I don't like what that implies.
