Unfortunately this will not be possible in E: D as FD are only modelling one galaxy.

He could play on his own, offline and imagine he's the owner of that galaxy though!
This will be acceptable.
He can also play online solo via the groups to achieve the same effect but also enjoy the richness that FD will offer him.
(As long as he doesn't engage in piracy else a real bounty hunter may turn up

However, when he owns the galaxy he will definitely close it to all of us if he can, definitely ruining our game. FD will definitely make this possible to do. This is definitely going to happen. So, as long as he definitely only has solo mode this is definitely acceptable.

Well I suppose if you couldn't make the payments, a servitude sort of repayment system would work, it could be a generational system I guess. hehe
