Can someone point me to a link or offer an explanation as to why or how the support function was moved to the forums?! How is this productive or more efficient that the support/ticket system?!?

It's just bug reporting. Support still goes through the existing system.
 
No. If you spot a bug, you report it on the bug reporting forum.

If you have a support issue you use the ticketing system.
