Are Point Defense Turrets Now "Rares"?

I used to be able to pick them up in just about any port. Now, I don't see them in outfitting anymore.

I'm keeping one ship in mothballs, partly to hang on to the point defense turret.

I was out earlier and saw them at 2 of the 4 stations I was at Ralph..........Ermmm....Yu Di Yi system- Aksyonov station chap...still about 18 grand and weigh 0.5 now, but that's not a big increase at all, I hardly noticed.
