Exploration Discovery of new system with outpost

I just bagged a first time discovery credit for the system Belaba and it has an Outpost in it. As someone new to exploration - is this normal? I was under the impression exploration of new systems was just unexplored space?
 
I have made this discovery twice. Selling data is BIG! Only one outpost? what did it offer when docked, if you did that is?

I can't remember - not much. I do remember the bonus being 603 credits. 1 credit less than a single Star Discovery I found in the adjacent system. I love that I have found a system with a cool name rather than just some letters and numbers!
 
Maybe the system was just never registered as discovered by universal cartographics. Everyone who lives there just assumed someone else did it :V

Who says they wanted to anybody else know about their little place? Would be kinda cool if OP got assassins chasing him/herself for finding and reporting that little hide out.

Hahaha. Yeah, you wouldn't believe how many "undiscovered" systems there are within easy reach of the core populated worlds, or even in the middle of them. Found a few myself... got me into exploring a bit more.

Me too. Tho now I needed to surface scan the bodies to get the credit. I think (not 100% sure) it used to be enough to just ping to the system with discovery scanner. So, there's still one unclaimed star in that system... ;)
