Newcomer / Intro Adding Contacts

Hi everyone, very new to Elite. Does anyone know how I can add someone to my contacts list who isnt in local or the current system? ( i.e. doesnt show up when i select the contacts window) I simply have their username and want to add them directly.

In the first main menu there is a option for Group and Friends I believe. Here you can enter their username and send them a request. Once they accept they should show up in your friends list
