Am I allowed to compete? 
I don't think anyone will ever say that it ISNT easy mode, I use open mode constantly, though I am not really a trader only done a few rare runs, and even in those i've been interdicted by players, and only having a cobra so far, getting interdicted by imperial clippers is kinda......yeah, silly, I see other players in system running bigger trading ships but they seem to go for the little guys?, or maybe they can't see them? I don't know obviously but I can definitely understand that smaller traders who for one or another reason doesn't have a wing, can get frustrated.
Can it be sold at godel ring if it is stolen?
Hmm. So this is a "competition" that's effectively only open to those who have (or can afford) excellent combat ships, and are good at PVP.
It doesn't affect me, I'm 12kly away anyway, but I'm not very comfortable with that concept.

OTOH, fun trolling opportunity for somebody who doesn't want the prize:
1. Buy it in a Sidewinder or Hauler or whatever.
2. Travel to near Godel's Ring in solo, to invalidate the claim
3. Slowly supercruise through the destination system
4. Watch the pirates fight over the goods.....
5. Chortle privately

Yeah, it seems to lean towards favoring those that have played more/focused on gaining enough money to get big stuff.
It is a bit lopsided, but yeah, most contests are, guess I should have focused one one thing instead of doing many different things. oh well.

If a pirate in open play collects the black you drop, they can still win the prize. The competition is worded very carefully, as long as they "obtain" it in open play and remain in open play until they sell it, they win. Doesn't matter if the Titan in Q was bought by someone else in Solo.

The Titan might be a special case, perhaps it never gets the "stolen" flag.
The first one to find the station will be the first one to win, if they aren't completely useless. So a sidewinder are just likely to win one as a Anaconda.

I think I know how I can absolutely troll EVERY SINGLE CMDR is by buying a Titan black from this secret station and then nicely fly around godel station as everyone scans my cargo bay waiting for the station to light up their ship....lol

Seems kind of dumb that only one starport sells them. Once someone figures out where then they can tell their friends where to get them. Shouldn't they be spread out to lengthen the search and allow everyone a chance?
