Hi John, Thanks for getting in contact with us about this. I can see on your account that your Federation points are at 14.9454. When you get higher than 12 you get to rank Warrant Officer. When you get higher than 17 you get to the next rank Ensign. Higher than 23.5 you get to Lieutenant, and so on. I remember that this can be rather frustrating when you cant pick up a rank progression mission. The issue with the unavailable mission due to a permit is something the Development team are aware of and I believe has been fixed in a recent update. I'd advise doing a combat zone or resource extraction site to get a bunch of combat vouchers or bounties for the Federation and this will give you the extra boost needed to get to the next rank. Let me know if you are still having issues with this and I'll check your skill points then and see what they're at. I hope this helps and have a happy Easter! Do missions for federal factions at different federal stations to improve local rep. For best results, move around a number of systems.

just a tip moving around to different systems is not goign to solve it, if you want to progress you have to leave your bubble and do other missions I have grinded over a hundred hours in mission and found the best way to get promoted is to change the type of mission you are doing. for example if you are always doing drop these resources off here and deliver this message here missions. it will seem as if it is taking forever you have to swith it up bt doing some illegal mission, pirate killing mission, general mission and then you will see the mission pop up indicating, "federal dispatch" rank progression missions I hope this helps. I seen alot of threads on it so I finally decided to respond to one.
I opened a ticket a while back about being "stuck" at Warrant Officer for a very long time. This is what FD support said:

It's a bug.
The mission to go to Sol just basically gives you the Sol permit. There is no need to actually go there.
If you do go there, there is no follow on mission, and the mission will keep on appearing until you have enough rep to trigger the next actual ranking mission.

I am in a situation where I am allied with Fed and have cadet status (1 mission I believe) but didn't bother try get any higher for ages. I still have this 'allied' status but rank progression missions always appear in unavailable. As a result I have been doing as many delivery type missions for fed factions to try to solve this, as well as fighting in warzones and bounty hunting, but (around five or six fed systems) but to no avail. I did try as you suggested, doing a more risky mission (which I mistakenly thought was a pirate killing mission), the kill two bounty hunter mission but this backfired and after killing several fer de lance's and vultures in the required system to no avail, as well as trying going to that system as 'wanted' (took a single pot shot at a clean ship in fed space) to try to attract the bounty hunters, I was forced to abandon and take the counter offer. Fortunately this abandonement does not seem to have affected my status too much, but I've been doing minor missions for days and it's getting quite frustrating and time consuming (several days now).
I have given up doing the big assassination missions because I understand they are bugged, and I don't want to risk the rep from failing them if I take up a bugged one (I've previously done over twenty of these missions for various factions and on the bright side, only 3 or 4 were evidently bugged - target vanishes - but not that I'm trying to get back in the fed good books, I'm avoiding them just in case).
Having said that, I haven't especially don't anything particularly anti-fed and my states still says 'allied', so I'm starting to wonder if the unobtainable rank progression missions will ever become attainable for me again?
Any light on this matter, or on how, or whether, it's a good idea to take the 'kill bounty hunter missions', as these are sometimes fed v fed, is much appreciated!

I assume they are fixing missions in general in 1.3 ... I hope they hurry up
