Is local chat broken?

I've been interdicting potential Feds around contested Imperial/Federal systems and challenging them to complete the sentence "Hail the Emperor, __________." If they answer correctly they get to go unharmed.

I used to get a bunch of basking plus some aggro from Feds, but lately it's like they don't even see it. The past few have sat and stared at me for a while, then tried to boost away. I usually knock their shields down and put some holes in them, but let them go. This last one, a Cobra, self destructed after I knocked out his thrusters, seemingly just to avoid having to say anything in comms. I don't get it. It's not hard to just say something. Am I interdicting mutes?

Turning off all local chat/voice was one of the very first things I did. Hail a CMDR, don't shout into space :)

Maybe they think the folks who RP are kinda like crazy folks muttering to their hats :). Yes I know a lot of you are into it, and you're perfectly entitled to do it, but personally I wouldn't bother responding either.
 
I wouldn't have responded to your text chat as it means taking my hands off the HOTAS and stretching over them to get to my keyboard, besides you are trying to dictate to that person what to do. My immediate reaction to that would be to ignore you, unless I wanted to explicitly participate in the scenario with you off course.
