Rather than a puppet to Blaine, I am now convinced she is the one pulling the strings.
Why? Without her, Blaine (if his disposition allowed it) could easily get behind any of the senators and they would accept his help willingly - and he would still run the show behind their curtains rather than Hengist's if it came to it. However, he has thrown his support behind Arissa, which if he were a puppet master after power, would not need to do. She either has some legitimacy or is the perfect manipulator and is much more intelligent than the other prospectives. And both work.
