can you direct a message directly in game to other commanders?

Yes. I think you have to target them, then you can choose their name in the comms menu and send them a text chat, a wing request, or a voice comms request.

You have to be in the same instance. If they are on your friends list, then you can chat anywhere except jumping into supercruise or between systems.

ahh.. so tauntiung a pirate that interdicted me, I fought, damaged, and jumped away from, isn't possible?

You'd have to friend them first
