Confused about Taking Control

As you can see in the screen shot below there are 2 options to hand in vouchers for helping in military strikes. The text is slightly different. Can anyone shed light on this for me?

Basically, when you enter into an expantion system, you should sooner or later find these Military Strike zones and Security Operation zones as you would the high intensity/low intensity conflict zones. Just target it, sc to it and you're in. Kill things then return to one of your control systems and turn in the vouchers for merits.
Just remember that you may need to fly a good distance, like towards a particular station or planet before they might show up on your nav panel.
For instance, in the beta, we had to sc 17000ls from hyperdrive entry towards Isreal Station before we could see what was called the 'crime sweep' zones... which was just one of A. Duval's things.

I do know that, my question was there any difference to handing in those vouchers between the 2 available options? Or is it just a bug and posted 2x with different text?
 
I think it just involves different operations in different expansion systems. So if you'd gone to a system that was conducting Military Strike, and you returned with vouchers, then only the top one would let you turn in vouchers and the other would remain red and state the same thing.
 
Do military supplies have to come from HQ? And what is 'undermining'?

They come from any control system in your power, go to contacts and you can get them there. Undermining is when you go into an enemy power's system and do disruption missions to stop them from fortifying.
