Ranks up and ranks down, bug or not?

So I used to be a Count in the Empire. I played the weekend and got myself to an Earl! Go me!

Yesterday day I logged in and I was back to a count. Curses! But I got an assension mission almost immediately and got back to an Earl again. Go me!

Today I did a bunch of missions in Federation space around Eranin, Styx, Bolg, and Asellus Primus.

My Federal rank went to Warrant officer, but my Imperial rank is back down to Baron.

Has it always been the case that advancing with the Feds will drop your ranks with the Imps? Or is this new? Or is this, in fact, a bug?

No. There have been bugs with these missions, and then with 1.3.01 they first reverted almost everyone to their ranks pre-1.3, which again got reverted to pre-1.3.01 state. Not sure when exactly which step of your journey happened, but Michael Brookes said to contact costumer support of something is still off.
