Station Speeding Mechanic, How does it work ??

So with the 1.3 update you are now required to adhere to a 100 m/s speed within station space. As soon as your engines push you above 100m/s you get the speeding notifications on your left information panel above your heat signature. Now as soon as i drop from frame shift space back into normal space this speed notification comes up. Most drops bring you out between 10 - 8km away from the station and quite often ill boost to the hail distance and continue to do so until i reach the station entrance. All this time i can see the speeding notification on my panel.

At no point do i see any form of penalty or warning similar to pad loitering.
How is speeding enforced ?
is it only if you are being scanned ?
Does it make you a priorty scan target ? ie you keep to 100m/s and the feds will leave you alone ?
 
As long as you don't hit anyone they don't care at all.

Collision involving only shield damage = small fine.
Collision involving hull damage = bigger fine.
Collision resulting in manslaughter = kill warrant issued for your destruction
 
As long as you don't collide with anyone you don't need to worry about it. It was implemented because of [expletive] who liked to sit around stations ramming people for no reason.
 
There's no crime in speeding. The crime is when you collide with someone while speeding. If you can fly that fast and get in and out of the station without hitting anyone, then fine.

The 'Speeding' warning is there to tell you you're within a station No Fire Zone. It's in that area that the collision laws are supposed to apply, and the warning is there just to let you know that if you hit anyone while in that area, any damage you cause will be considered your fault. That limit being 100 m/s. You should also note that your experience of coming out of supercruise and the notification being immediate is almost certainly only at Orbis starports. There, the No Fire Zone is huge. At a Coriolis starport, the No Fire Zone starts much closer, and at an outpost, you have to get fairly close before you enter the No Fire Zone.

The law is also fine-grained.

1. If you collide with someone at over 100 m/s and do only shield damage, there is no crime.
2. If you collide with someone at over 100 m/s and do hull damage, you get fined.
3. If you collide with someone at over 100 m/s and destroy their ship, you get a bounty put on your head.

It's up to you how much risk you want to take - slow to under 100 m/s once you enter the No Fire Zone (an alert should appear in your comm tab that you've entered or left, and as you noticed, the Speeding warning comes up above your ship's heat signature wave in the bottom right) if you want to avoid any risk of collisions being considered your fault.

As to priorities, I haven't noticed that makes any difference. In fact, the faster you're going, the less chance they have to scan, in my experience.

There are some things to look out for - it'd be really nice if there was a big red NFZ in the top right, along with PROX and IMPACT to let you know constantly that you're in a station's No Fire Zone, but at the moment you just have to notice if you've got Speeding by going over 100 m/s.

Secondly, there seems to be a second crime system that's been introduced. If you collide with any clean ship, or any ship you haven't finished scanning (just like with shooting) and you destroy that ship, you're considered to have murdered them, and you get a bounty put on your head. This isn't just in the NFZ of stations, this is everywhere. Just be aware - if a pirate you haven't seen comes in close to scan just as you boost, you can end up colliding with him - if his ship blows up from the collision, you'll get a bounty on your head. No one seems to be sure if this was intended or is a bug.

I wonder, if you do get that speeding bounty (by killing) outside the Station do you get fired on by Police only and not the Station as only Police can scan?
I wonder, if you do get that speeding bounty inside the Station do you get destroyed by the Station even though it requires Police to do a scan?
Bounties are sent around the Galaxy by Report Crimes Against Me so how does this work?
 
I think I had an NPC deliberately bump me while I was speeding to a station ... was mildly annoying to get a fine.

A couple days ago I ran over an authority eagle that decided to fly directly into my flight path and try to hover in front of me to conduct a scan.

Needless to say it takes more than 400m for an anaconda to come to a stop.
 
Thanks guys for the clarification, ill stop panicking in my T9 as i desperately try and slow down during a scan haha. as soon as my gears are down the T9 doesnt do above 100 m/s anyway. So inside stations are not an issue. I never realised about the difference between orbis and Coriolis station ranges good to know.
 
Today I noticed I was speeding at a station and there was no 'Speeding' notice in the right corner. I wasn't Hostile or Wanted either it was just showing the signature waveform. Guess it was just a bug, happened a couple times earlier today but since then back to Speeding.

2. If you collide with someone at over 100 m/s and do hull damage, you get fined for reckless flying causing damage.
3. If you collide with someone at over 100 m/s and destroy their ship, you get a bounty put on your head.

I've run afoul of this one.

Smacked into a ship 100's of Ls's from, and not even in the same instance of any station and got a 6000cr Galaxy-wide bounty on my head for a few days.

So now I'm on the lamb and out exploring for a bit :D

Were you at an Anarchy station? There's no authority there to issue bounties, so you can crash into other ships as much as you want at those.

My bad, yeah - sorry, it's a 200 Cr fine even if you only do shield damage!
 
Has someone confirmed that scratching the Station (i.e. at the entry/exit) >100m/sec will result in a fine as well ?

I've just tried that. Undocked, max power to sys, throttled to just over 100 m/s (until Speeding appeared) then slammed into a building, slammed into the rack on the way out, turned round, asked for docking permission then came in, slammed around in the slot, crashed into a few buildings and then the control tower spike at the end. No fines at all, so clearly there's no issue with scratching the station.
 
How does it work? It doesn't. It tells you that you are speeding and nothing happens. I boost out of stations (in an Anaconda no less) and always boost on my way towards the station. Haven't yet gotten a fine for speeding, even when I've been scanned while speeding.
