rank missions are still broken. when powerplay launched i went from no empire rank to baron rank (i haven't done a single empire rank progression mission). then next mini-update deranked me, so i was at no empire rank. at next mini-update i'm baron again. ?

4 out of 5 of my minor factions are at the 100 percent level cap you say stops you progressing and I have just gone to ''Rear Admiral'' now in the last hour, that's 5 ranks in 3 days or so since the 1.33 patch I think it was, the last patch anyway. So while there are still bugs for some players especially in the Empire ranking my progress in the Federal ranks has not stopped at all yet.
What we need is better ''mission branching'' I am guessing.......oh what was in that last patch........oh well, at least it is not a roll back.
Wait, where is this level cap? The only number I've seen related to minor factions is their influence level...?
yes it seams like the are more screw up now than before...

Yes what we mean is that when you do a mission for a ''minor faction'' and you deliver the goods or whatever the task is and then you get a screen showing ''your'' influence with that said faction then that bar once filled up to its top means that faction missions that you complete for that faction will have no influence on you advancing up to a ''rank mission''.
Usually I do about between 30 and 50 faction missions mostly delivery and donations to get to my next rank mission and then start all over again. But if those minor factions you are doing missions for get their blue bars filled up with you doing missions for them then it may be time to try another station so you can ''influence'' other new small factions for rank advancing missions.
Ah, thank you, I see! Are we sure that the bar on the mission status screen isn't exactly the same as the bar on the right panel influence screen? I haven't compared the two. It'd be super helpful if you're right, and that the mission status bar relates only to you.
I ask, because it states on that screen that the bar is "Influence - <system name>".

Seems there are two branches from the OP. The original "missions don't work" main trunk and the "get no missions" branch. I get the ascension missions, have done a dozen of them and still unranked in Empire. I have a CPO rating with the Federation and haven't seen a mission for it since. I've been promised Knight, Baron, Outsider... (I wanted to be Pony Boy but alas). None of these were given. So I think it's still broken, even as recently as last night.
Well, I did several missions this morning and then ranked up to Warrant Officer. For some reason, it seems to be working normally for me at the moment.
I'm really not convinced about that bar on the mission summary screen being related to anything useful to me, though - I still think it's the overall system influence level.
I'll go a step further and suggest that maybe one can achieve all ranks without ever straying much from one system - I'm starting to think that the moving around thing is all placebo.
Edit: And now Ensign. So, that's four ranks in about eight hours. All from the same system and same station. Seems about normal. Note that I didn't take any missions that didn't give medium or high rep.
Always take any charity/donation missions for Federal factions (the "give us 4,000" things), they're cheap high rep. Never bother going to go get anything. Always look to see if you can stack missions to the same other station. Always bounce between open and solo before leaving and check the bulletin board; it gives you a second set of possible missions - you may get another donation mission or something to stack. Avoid any missions that have a risk of failure. Don't take a promotion mission unless it's an easy one; if you fail it'll be a setback - just do another easy mission until an easy promotion mission pops.
If you find a system that has more than one Federal faction, you have more mission options, since you won't be taking missions for non-Federal factions.
It's all about using time wisely.

It is the faction's influence level in the system.
Still getting pretty random results. Had 4 rank missions promising midshipman rank, completed them all and no rank, switched system, ran some more missions, then got 4 federal auxiliary missions pop up at the same time, all for midshipman one of which was to smuggle some chemicals into the station. Completed that and ranked to midshipman, other 3 rank missions remained on the board. So all in all it's "working" but it's pretty much pot luck as to whether your rank mission will give you the promised rank when completed.

Did you switch minor factions while doing those?
Just out of interest have you been switching systems between rank missions? Or sticking in a single system and/or station? Also how many different minor factions are you running missions for. Would be helpful to know seeing as you seem to be having a lot more frequent success with the missions constantly paying out ranks than I am at the moment.

Weird...im trading on a route with just 3 stations, doing the charity mission whenever i see them...

It glitched on me too!. I had one on the go for promotion to get stolen stuff which I could not do. In the mean time another popped up to kill an anaconda. Did this one but still did not get promoted. I then failed the 1st one as icdo not do piracy
Ya that happened to me too and the next day i got promoted by doing nothing in Feds and the empire rank "Stain" didnt go away
I had no issues but i only play in solo or group. I made it to KaptänLeutnant ( i think that is Lieutenant ) 2 days ago.
Things i did notice i got some Mission for the actual highest fed rang ( Post Commander) before ( wanted me to steal some cargo and sell to black market) but i did skip that since i wanted to log off.
Next day i got a delivery mission for the next right rang in order, so i did that and got to the next rang.
To get missions i didnt made much, just a few delivery ones with a good payout and some rare good deliverys. I switch the system for the next rang after i got one.

The devs know about this. One dev had to correct my account manually over the weekend after I put in a ticket, but I'm now where I am told I should be, and have all the permits I should have. (Which as it happens is one rank higher than I thought I was, but they say it's all correct. Maybe I did do an extra mission way back when.)
I hope a proper fix will be coming this week. For this and for the Imperial ranks and permits.
