U can see in the video a Real Player is taking the slot and just sitting there.

So go into Solo, dock, do mission and then come back into open.

NPC never take up the slots. if the bays are full and an player want to land, an npc leave and make room. it maybe take some minute but they always offer a slot.
This was a feature they added in a patch for some month ago.
If its not working, then you have found a bug.

Oh right. Ok that sux :D Lazy players lol. Still a feature to queue up the line would help a lot.

I had the same issue last night. Logged out into Solo, docked straight away. Its always another Commander taking up the pad.

Make sure you're within 7.5km from the station. Otherwise, you'll keep getting an automatic "Docking Request Denied" on every request.

Or you might just be in a busy instance and it's indeed players on all the pads. Happens a lot in the Lave cluster or in systems that are in a currently running community goal.

I meant of course if you try to dock in Solo mode and the station deny your request. NPC ships should leave a pad, if they don't, its a bug :)

Simple ! announce to local comms that a trader in a T9 just dropped all his painite on the other side of the system by accident and watch the station empty. :D

Stations which are busy need a mechanism to alert players using pads that someone is waiting, perhaps even kick them out if they are inactive and someone requests docking clearance.

Maybe if shields didn't take 20 minutes to recharge players wouldn't camp pads as much. Not that I'm bitter.

A queueing system would be quite welcome, although there's no way to tell how long you'd wait, and you might still have to solo log to avoid mission failure.

i really cant understand why fdev dont implement this, they play the game themselves it must drive them crazy ...
