Is the Lakon Type 7 safe enough to fly stock standard?

In my opinion, aside from startwinder, you cannot use properly and safe any ship in default setup, especially in the open. Also do you have insurance credits? If the answer is no (for at least 3-4 insurances) then please don't undock.

You should be OK for some time as long as you are not interdicted and don't bump it too hard when docking.

However, I would feel way safer flying with better shields and an A class friendship drive.

I don't see a point in getting a new cargo ship before having enough to at least get the best friendship drive and plenty for insurance and cargo.

Remember the T7 is neither nimble nor fast nor resilient even after basic upgrades.

Last night I was happily trading in my non-shielded T7, minding my own business around Sol, when I was interdicted by two human players in a wing.
Took them no time at all to destroy me and my 1.5M cargo!
As if things couldn't get worse, about an hour later I was hit again by an NPC Vulture same way, similar cargo loss.
I now run with shields...

I went to about 25MCr before I bought mine. Made sure I had A class thrusters, powerplant, FSD, kept the stock shields, and filled up on cargo racks. Have plenty of money now for cargo and insurance as thrusters and powerplant will mean that, in solo at least, you should be able to outrun any problems after submitting to interdiction.
[Note: I am not saying 25 Mil is enough. I spent what I could and returned to trading in my Asp until I could afford the rest. I could have sold the Asp and got it all at once, but I wanted to keep it and re-spec it for exploration. I am now trading in T7 until I can afford the best fuel scoop in the Asp, then I'm gone again.]

You will be fine I think if you are careful and get away from interdiction properly.

Upgrade the power plant, the power distributer, the thrusters and the fsd. Install multiple chaff launchers. Submit to interdictions and boost away until able to fsd out.

Get rid of the docking computer, a waste of mass, energy and a valuable slot.

Fit one chaff launcher (protects against gimb and turret) and at least one point defence (protect against missile).

If you go into a system that you have no nav data for how are you going to find anything if you have no discovery scanner?

My T7 is parked up a long way away so I can't tell you exactly what's on it but it's value is over 48Mil -

Just remember, always submit to interdiction then you can jump away sooner than if you fight it and lose.

When you can, upgrade shields as much as you can, allows you to survive long enough to jump away.
