What were you transporting? Maybe it is illegal at that station.
Check what you were carrying against the station in the system map. Don't forget to check against anything you were carrying to that station in the past. It could be that you had a smaller fine in the past and haven't paid it yet, so it has gone up.
But it could be a bug.
I currently have done zero assassination missions, my combat rating is 0% Harmless, but apparently I have made over 24K profit on assassinations. Don't understand it, but not that worried about it. If FD find out it's a mistake but have actually credited my balance by that amount, I have the drop covered.

Are you kidding me?? I had bought 284 tonnes of Imperial Slaves in that very station though. So how could they be illegal?
Since recently some stations sell goods that are illegal in that system for some reason. It's very annoying and I have been caught out by this aswell
Don't pay it. All I did was wait for it to turn into a bounty and then bought a sidewinder and let the station blast me.

It is a Power Play thing. If there is a station which in exploited and/or controlled by one of the Imperial power (don't remember which one), the selling of Imperial slaves is legal. BUT if Imperial slaves are prohibited at the same time by the faction which run the station, the police is still scanning for illegal cargo and Imperial slaves are still the illegal cargo from the police point of view.
I know, this does not make sense, but who said that Universe must make sense ?
P.S. Look at this as a drug thing in USA now. There are states in USA where selling marijuana is legal now. But it is still a federal crime and you can be catched by FBI and punished by federal court. At least this is what I read in newspapers. I am not from USA, so I don't have first hand informations about the actual situation.

I feel the effects of powerplay have added layers of confusion and bizarre complexity to ED.
It's effects seem to have been completely unaccounted for during the development process.

Did you get scanned for this to happen? A few days ago (shortly after 1.3 landed) I took on an illegal cargo delivery mission to carry slaves and was handed a fine the instant I left the station. There was no scan, I don't think I'd even got past the toast rack on my way out, just an immediate notification of a fine being handed to me for illegal cargo. Don't know if it was a bug but the fine was much less than the reward money so c'est la vie.
I guess I must've got scanned & wasn't paying attention. Plan on doing this anyways:
