Custom Power designs are a good idea. As well as some powers favoring weapons and producing different weapons than others.
I would also like the idea of Shipyards (not the ones we have now, which are not shipyards, only ship "dealerships"), where ships are produced and exported to other nearby worlds, and maybe you wouldn't find easy access to that ship if you're pretty far from that sector.
And the same can be said about weapons. For example: Eranin has a Plasma Cannon Factory in one of its worlds. It produces X cannons per day, exports part of it to nearby worlds, where you can also buy plasma cannons. It would also be nice if players could move (buy and sell) those cannons around and make a profit, while supplying far away systems with them. That would give you a reson to travel around and a place where you know for sure that you can find certain module or weapon. It would also bring module stock variables, and strategic importance of planets with factories on orbit.
