empty signal sources

Yep it happens from time to time, as Zion said AI can now be seen leaving and entering USS. I dropped into one today and there was nothing aside from some contrails, suggesting they had bugged out just before I entered.
 
Sometimes, what you see flying in and out of them is a clue regarding the source's contents, be it a system authority patrol, a gang of pirates, etc.
 
Sometimes the USSs don't spawn stuff near you. I've dropped in to an empty USS before and then just as I was jumping out, I finally came in range of whatever was there. Though, empty USSs do happen from time to time...usually, they coincide with server-side issues.
 
I have reported this as a bug but got no response or confirmation yet. It becomes really annoying when I'm eagerly waiting for some pirates to show up. I did occasionally see NPC ships flying out of signal sources far away but not those I'm targeting, since I only park in SC and choose USS/SSS within 1Mm distance.

Other times you may be experiencing a glitch. If you are within like 1ls of a station or other object, sometimes they won't spawn things due to proximity. This is noticable if you enter supercruise from a station and drop throttle to zero. This may have been patched in 1.3 though as I have not seen it happen since.
 
Well I sometiems enter an USS without anything, not even a wake/cloud/FSD left-over. Quite annoying :/

Oh, and can someone tell me why sometiems I only see allied ships wthout any event? Usually like 2 condas, 3 T9s and some vultures.

I don't know if the chance of something flying out as you approach it has anything to do with your combat rating or local reputation, if certain ships are more likely to flee when another ship of a certain standing makes an approach. (If it does, how would they know, and how come we can't tell when a ship is coming towards our wake point?)

Or maybe that's just me.
