I would have thought you would see someone at Sol but not necessarily anymore. Try Founder's World because of the discount, but if you don't see anyone at Lave, Leesti, Diso systems then you've definitely something wrong with your connection.

I was at Sol about 90 minutes ago. I had a shipment of certain goods that needed to be smuggled into the appropriately named "Mars High".
I am at my powers headquater waiting for 30 minute timer to get my next 25 cargo to fortify systems
Would a poor connection mean I wouldn't see people? I'm still connected to the game servers just fine, and am streaming youtube vids in the background.

Possibly try playing at a busier time such as Friday or Saturday night. Also keep an eye out for community goals as they tend to attract a lot of players.
I believe it can happen sometimes due to UPnP not being enabled perhaps or something like that. I'm no expert but I have heard of players playing in open but never get instanced with other players because of the way your router is set up. Perhaps you've just been unlucky when you were online, but quite honestly I've have yet to be in Leesti/Lave area with no one else there at the same time so this it what I would test/go first.

, best not "have at" Frontier too much, they're under enough pressure as it is I can confirm this, I didnt have UPNP enabled and while sometimes I could see people and chat, in the last few patches I lost the ability to do so. Activating UPNP on modem, and giving all elite dangerous executables firewall access solved my issues with open and chat.
This is so sad.
You know you can do other things while it respawns the merit tokens?
Take a BB mission, kill pirates, do a side-trade, hit a RES, travel to an enemy control system and earn 15merits per kill every minute or so...sad.
Each kill = 15 merits and 6K bounty on your head....tokens are 100K per 10; so it's cheaper to pay your blood-money after a weeks underminning than it is to pay for merit tokens for fortifying. And a damn site faster than fortifying. You can also take kill missions in enemy space to pay for your repairs.
Then when you've got enough merits (I stop at 800 or so because I don't have the spare time to try for level 5) for your level 4 rank return to the HQ and pick up 1 lot of tokens, and fortify some control system on the way back to enemy space. It's easy and a fun rampage.
Unless you are watching a movie and logging in every 30mins it must be pretty boring just reading Galnet and the forums?
