I don't know many Games where you get a Console version for free if you have the PC Version or the other way around. Its a second Copy of the Game after all, you want two you have to pay two.
It's pretty nice of FD to give you both PC and Mac versions, most games will charge you for each platform you want to play on, I think you are expecting far too much to expect buying the game once would allow you to play on all platforms.

because PC and Mac play in the same instances yet PC, Mac don't play in the same instances as Xbox one users, CQC is also a new update for Xbox, so essentially you're paying for CQC, Full game and the fact that you can only play with Xbox users.
I'd say it's quite simple: it's a retailer thing. On both PC and Mac, through their stores FD controls the sales without interference. So it's up to them to give both versions, the choice is their, fully. Same for Steam games, in fact. Unless specifically asked not to do so, Valve will make games that are pc/mac available for both platforms at no additional charge. For the record, while FD generously chose to give steam keys to their original customers, this in fact cost them money. A key redeemed means everything will go through Steam store and Valve will take its fee.
