Whole load of ALD CMDRs shuttling to Shajin. There was a Clipper in a wing of 2, not sure if it's the same one. I sauntered around for a bit but nothing was happening. Maybe they left.
Ah hah! I finally sourced the information I needed on the subreddit's Preparation Targets. They are great systems, but from the appearances of our Preparation Top 10, our player base dislikes them.
I'm going to break down the current Top 5, and try and explain why I think the two systems are better than some, and why any system is better than a few others. Our current Top 5:
1) Phracani - 17.48Ly from HQ - 31cc Income and 21cc Upkeep - Potential Profit 10cc
Seriously, guys, why does anyone think this is a good system?
It's close to the star and it's a large station. Is that it? Because it doesn't bring in a lot of Command Capital, and if you're worried about our border, there are at least two better systems nearby to 'plug the gap'.
Buriges is 22.34Ly from HQ (a whole 5 light years out of your way!), and brings in potentially 43cc after upkeep is calculated. Oh, right, the large pad station is 1909Ls away. Those trips don't even take 2 minutes when you're going full speed.
Xuanebuth is another nearby system that at least provides 23cc of potential profit. (It's 15.26Ly from HQ, even closer than Phracani!)
It only has medium pads, but they are close to the star (340Ls). The main selling point of this system to me is that it is Feudal! How cool is that?
In my mind, Phracani does nothing to further our Princess or her agenda, but it lets large cargo holds rack away merits. At least it doesn't lose us money like Guathiti. If someone has a *good* reason for Phracani, please let me know. I'm drawing up blanks. (I do appreciate the idea of Buriges for later, though. Oh, it's not on our list at all.)
2) HIP 32812 - 61.45Ly from HQ - 108cc Income and 24cc Upkeep - Potential Profit 84cc
This is a solid system. We get a profit, it's far from competitors, and it's close to our HQ. Also, it looks like it also has great bounty hunting potential.
The large pad station is 1753Ls away from the star, so keep up the good work of getting those merits out there.
3) Ida Dhor - 112.14Ly from HQ - 132cc Income 33cc Upkeep - Potential Profit 99cc
This is a solid system. We get a profit from it. I believe we failed to Expand here during Cycle 5. The drawback for this system to me is its distance from our HQ. We know that FDev is re-evaluating the Overhead calculation, right now we only have a hotfix that increases our expansion brick wall. From everything FDev has ever said about Power Play expansion, they fully intend Distance from HQ to be important to the Overhead calculation. We already have multiple Control Systems over 100Ly from HQ. Some of these are important diplomatically, some strategically, and some sentimentally. With Pancienses next door to Ida Dhor, I don't understand what makes it special enough to be worth the high upkeep and long distance from HQ. If there is an argument to be had, please make it here.
4) Gende - 27.16Ly from HQ - 24cc Income and 21cc Upkeep - Potential Profit 3cc
I think this was discussed over the course of last week as a good system. Without checking its stats, I may have agreed. Boy was I wrong.
No solid profit, but it is vaguely near a competitor, so is a decent location for 'shoring up borders' and avoiding Contested Systems. However, once again, there is another system close to it which appears to be more than 9 times better!
I am speaking, of course, of Ngun. 39.9Ly from HQ and worth 28cc of Potential Profit after upkeep calculations. It puts Gende under exploitation and 'plugs the gap' in that region.
Oh, look at that info- "This systems is favoured by Aisling Duval." Why would any followers of Princess Arissa look at this region and not jump at the chance? It has a large pad available 166Ls from arrival point.
Again, I shall ask, what is a good argument for pushing Gende? I'm open to hear it, but as we've discovered multiple times over the past 4 weeks, Lavigny-Duval space does not benefit one iota from Controlling a High Tech system, and can benefit just as well from High Tech systems being exploited.
5) Vaka - Honestly, I didn't take images of this one, because if you've been paying attention to these forums during Power Play, you're well aware of its importance to groups of ALD followers.
I will only reiterate here: 112Ly from HQ, 33cc upkeep, potential profit of 16cc, oh, and 10 contested systems with Senator Patreus. There is likely to be good bounty hunting to be had, but when we have the nearly untouched (bounty hunting) resources of Lambayeque and HIP 20277 so close to HQ, do we need a controversial bounty hunting spot?
I understand the value is sentimental, and to encourage PvP with Patreus pilots. I'm pretty sure the Velite Squadron of Lavigny's Legion is having boatloads of fun flying in Delaine space having PvP against pirates while flying alongside Patreus pilots. I really don't understand the importance of Vaka, but try and convince me of it, please.
7) Binjia - 83.98Ly - 111cc Income 28cc Upkeep - Potential Profit of 83cc
Another solid system with good profit near our HQ. It isn't as close as some of the others, so I can understand hesitancy, but I see no obvious flaw in this suggestion from the Lavigny subreddit.
And here is its System View.
I will include the subreddit's two system preparation suggestions in the OP of this thread for now, because uniting behind two choices will be immensely better than not making any statement and letting another Guathiti happen.

You are, of course, right on your suggestion to unite behind one goal. Unfortunately, I had no information about HIP 32812 or Binjia, so I couldn't affirm my position on them. I am doing so now.
I agree that Ida Dhor is a good system, but I do not want to expand 100Ly beyond HQ unless it is absolutely necessary.
As for the real value of the nomination, so far it was 1:1, but you could nominate a system, and then look at its 'count' below. The Top 10 List has a count under the system name, conceivably for every tonne of corruption reports, but in the past, reportedly it only increased 1 for nominations. Supposedly, that either has been changed or will be changed.
EDIT: Oh, and I have no idea what Phracani is about. It is not a good idea for 'limiting to one system' because we look to expand there as well.

Ngun's unclaimed? That's surprising. For some reason, I thought we had it exploited already. We should probably get on that next week, if only for the sole purpose of spiting Aisling's followers.
Gende has high RES close to the station, which has a pretty decent shipyard and outfitting, for the purpose of sitting around in one system and RES farming until your ship's fully upgraded. I believe it also sells the FdL. BH bonus means jack if it's unclaimed though ... but now that we know about Ngun, we should get on that so it's exploited.
I may or may not have pumped that onto the list on the second day and let the merit grinders do the rest. >.> Sorry.

This is just an obvious choice for merit farmers, nothing else. One jump from HQ, large pad, short trip from entry point.
Only a few merit farmers needed to spoil it for everyone else

That was where it was last week. I'm expecting them to somehow break 10k this week.
Last week you guys did more Fortification in Guathiti than the combined total of Preparation, Expansion and Fortification for Winters.
They should remove rank 4 and 5.
It would get rid of merit farmers who both destroy fun for themselves and destroy powerplay for the rest of the faction.
The power contact should refuse more fortification materials after the system hits 100%.
This would seem a simple and logical way to deal with the muppets. There would doubtless be tears and angst about how FD was 'forcing' them to grind even more
