I just inadvertently helped out with the bounty side of this. Some Imperial Courier pulled me over. I figured I could take him if I waited for the cops to arrive. ( I put two basic gimbled multi-cannons and shield boosters with a class C shield on my ship for defense) Sure enough, lol. Only problem was that his bounty was a few hundred credits, that, and it hurt like hell when he got a strafe in on me. BUT WHO'S THE DEAD ONE NOW, B%@$?! E'hem. Excuse me.

1 - Player Pirate Python kill. Fight was fair[duel format] and located in neutral space.
1,010,340 in total bounties.
Top 5%[46 total contributors].
Comments:
Spawn time for pirates in Supercruise patrol was very slow. Got my kills from a mix of Supercruise interdiction, and hunting pirates in USS/WSS/SSS.
Apparently the other Epidemic/Outbreak Community Event is located in a system that contains a RES. May patrol there tomorrow.
I saw the Type9 NPC trader about 30 times today. I had no goods to sell to him.
