TLDR
For me PP is a pointless exercise mainly as ALL powers are the same just with a different wrapper. I joined the Lembafa bunch and done some merits (basically this felt like 'package runs' in FFE but in FFE it was more rewarding) got bored and left them. After a couple of weeks I thought ah the pirate group Archon Delaines should be good fun being a pirate and robbing, pillaging and looting the galaxy I will see what they are like and guess what.... Yes you guessed it 'package runs'..
If FDEV want PP to be a serious thing for people to do make each power different with different missions, different goals and different ways of doing thing at present its just another bureaucratic layer of boredom which adds little to the game apart from making x player hostile in all other territories. Make the pirate actually terrorise the galaxy ruling through fear and intimidation, make the federation use cloak and dagger sending ships to attack Empire and Alliance traders etc. Stop making them all seem to be just government boredom, we want action not tedium. As for merit decay its the one thing that keeps people out of PP me included (apart from the mindless tedium).
I can see why loads of players are Freelancers myself included I can go where I want and do what I want when I want without thinking 'ah I gotta log in to ED just to keep my merits'.
Oh and the rewards for the missions need work delivering 10x packages in any system nets you 1000Cr heck in FFE delivering a package to a neighbouring system could net you 250-500Cr which equates to 2500 - 5000Cr for the military powers. Surely if half your fees go on fuel then nobody will bother with PP as its just costly and time consuming if there was a monetary award which was good maybe 1000Cr-10000Cr per package depending on distance from the home system then that would give people an incentive.
