This makes the assumption that we know about & possess all the UAs in the game. There's probably been ~75-90 unique commenters on this thread, which is ~0.015% of the total ED population: (90 commenters / 600000 total sold) * 100 = 0.015. Sure, most people in-game are probably trading or blowing each other up, but we have such a low sample of the overall populace I don't think we can answer this with any certainty.
Your point stands but your numbers are a bit on the low side. Across both threads there have so far been 726 unique commanders: 218 unique commanders on this thread and 613 on the previous thread.

Interestingly, both times have been just out of the station (not even to deep space yet). Once outside Seega, once outside Pennington. Both are outpost-style (one Fed, one pirate), so the T-9/Anacondas couldn't be landing there).
I'm using the same Courier I used to nab the first UA, in the same system, same combat rank.
In going through my screenshots, there was also a new-to-me Sap-8 mission at Pennington, right before I got the UA:
As well as a few (new/rare-to-me) SS: a five pirate convoy on smuggling something through the system (T-6/2 Eagles/2 Sideys), a four clean player wing (FDL/3 Cobras), etc.

Context issue - it is being transported by federal t9 and escort. Where From and Where To ?
I know others have followed and got different results - if this is just random ... anyone follow it from 109 Virginis ?
Is there is a secret military/scientific base out there somewhere? ... that doesn't show up on signal from nav beacon
This looks like the convoys are using the Wing beacon for system jumps.
They stay in normal space (deep space) util a Wing member is in possition.
It has also been reported that the convoy looses on member when they jump.
This may be the guy going to the next system on the route.
It's a valid tactic to go from system to system, undetected.

Keep in mind we have FED/IMP/Independent so far. I only missing a proved Alliance convoy. They only jump 3-5 times nearby.

Has a UA ever been taken to the vicinity of a Capital Ship?
I couldn't see this in the Wiki so I got to thinking that the one parked in Sol might be a good place since we know that it must be commanded by somebody high up the command chain and, therefore, well-briefed on the secrets of the Federal Navy - being one confirmed previous owner of UA technology. Perhaps it will spur a transmission from the Capital Ship. Perhaps. I just thought it might be worth pursuing to knock it off the 'Possible Trigger' list if a Capital Ship hasn't already been buzzed by somebody with a UA. As for any transmissions by a UA in the area of a Capital Ship, I would be surprised if it could simply be repeating Morse from the ship, but it is big enough to have its own instance so surely big enough a body to get a response from the UA.

Its a long shot and makes no sense, but for ruling out purposes i'd have to take one back to Lave, where it all started.
