FD: Why havent you created a PvE Server?

First up, this isnt a whine or a rant.
Its not about the pos/negs of Open v Solo etc.
Its a simple question about something that I know many players want. Not all, sure. But enough for it to be an issue.
Essentially, you have the Open mode. Do or die, play by your own rules and skill. Sure. No problem.
I just wonder why we havent been presented with a similar mode that simply prevents PvP or at least governs it in a sensible way.
Sure, we have Group mode, but that doesnt help. Look at how many different groups you have out there and think about how much that has splintered the player base into small fragments. Its already hard to come across players much in the game as most players are now playing in Solo or Groups purely for the safety of the mode.
Solo is all fine but the lack o player interaction makes it a shallow and boting experience.
I'd like to meet other commanders and get a chance to chat and maybe even wing up without the worry that before I have even finished typing a sentence they have plasma'd my shields away and are chewing on my face.
The open PvP nature of the main mode is in my opinion the greatest sole detriment to player interaction. This is made ten times worse by the lack of voice chat in game.
I'm left wondering if there is a solid coding problem that prevents such a mode or if it is just laziness on the dev part not to implement one. I dont mean that to sound harsh but it would be good to know either way.
I think Open is great for what it is, but not having a mode to interact with players that allows you to do so without having to open fire on sight is starving the game of something vital.
Its also not about CareBear gamers or any of those other childish names that some throw around. Its just a style if gameplay that suits some people more than others. Just like PvP does for many.
On a final note, while Group mode is safe-ish, I have noticed that even seemingly safe modes like Mobius still have sneak-PvPers who jump in there just so they have someone else to attack that is less likely to retaliate.

R. A proper PvE mode with no PvP would bring many of the splintered group and solo players back into a central game where they can interact together safely.
