Yes...pretty much this...mostly because you cannot be trusted. Would you invite a known thief over to your house? or would you go over to his if he invited you over for dinner?

Burned too many times by pirates. The idea of doing anything that would possibly help your political ideals or agenda is immediately given a 0 on the give a crap meter...I mean really? Does it surprise you that traders that have been robbed and ships destroyed by pirates don't want to come down and help? Reap what you sow man. It is what it is.

Would all pirates, self identifying pirates, pirates at heart, occasional pirates, and CODE members please report to the nearest star for self incineration at your earliest convenience. Your assistance in ridding the galaxy of pillaging scum is appreciated. It is recommended that you accelerate towards the stellar body at a speed of no less than 100km/s. Upon arriving at said stellar body, drop out of frameshift drive and continue accelerating towards the star until you no longer feel the urge to pirate or until you are no longer physically capable of pirating due to the incineration of your vessel, and most likely your pilot. Thank you for your cooperation

Any society that has cowed its citizens into simply accepting "all we know is they go to the capital" without asking further questions - is not something I would like to be a part of! How about we debate it over a spot of tea
Then what happens to them if they're not encouraged to think 'correctly'? After all, how can a new age come about if people reject it? No no, best to get rid of those people or show them the error of their ways, forcefully if necessary.
